Sergii Koziakov is the Partner of Koziakov & Partners and a Ph.D. in Law with more than 30 years of legal practice. He is a member of the National Bar Association of Ukraine, the Ukrainian Bar Association, and the Ukrainian Association of International Law. Sergii’s practice focuses on international trade and customs law, antitrust and competition, public-private partnership projects, land and real estate matters, media law, oil and gas, and pharmaceuticals.
Sergii is consistently recognised by leading Ukrainian and international legal directories, and is known for combining top-tier private practice with substantial public-sector leadership experience. From 2014 to 2019, he served as Chairman of the High Qualification Commission of Judges of Ukraine, playing a central role in implementing major elements of Ukraine’s justice sector reform.
Alongside his legal practice, Sergii is active in research and academia. He is a Research Leader at the British Institute of International and Comparative Law, a Visiting Fellow at the London School of Economics and Political Science, and an Associate Professor at Institute of International Relations of Taras Shevchenko National University of Kyiv.
In private practice, Sergii advises clients on complex cross-border and high-stakes matters, including trade investigations and WTO-related work, antitrust proceedings and merger control, and disputes in litigation and arbitration. He is also experienced in preparing Ukrainian-law expert opinions used in proceedings before foreign courts and international arbitration tribunals, and remains actively engaged in policy, legislative and thought-leadership initiatives.

・Represented Suzhou Samsung Electronics Co., Ltd. in an anti-dumping investigation on refrigeration and freezing equipment imports; the client received a zero anti-dumping duty rate.
・Represented Korea Electronics Association and Samsung Electronics in a safeguards investigation on refrigeration and freezing equipment imports; the investigation was terminated with no measures.
・Represented Korea Textile Trade Association in an anti-dumping investigation on terry pile fabrics; achieved a significantly lower duty rate versus goods from China.
・Represented USA Poultry & Egg Export Council and the Brazilian Chicken Producers and Exporters Association (and members) in an anti-dumping investigation on chicken meat imports; the investigation was terminated with no measures.
・Represented Dongbu Metal Co., Ltd. in a safeguard investigation on ferroalloys imports; the investigation was terminated with no measures.
・Represented a consumer in a safeguards investigation regarding imports of certain oil-processing products (gasoline, diesel, fuel oil, bitumen); the investigation ended without safeguards imposed.
・Represented Nissan Motor Ukraine LLC in a safeguards investigation on car imports.
・Provided scientific leadership (World Bank-requested work with EU and Dutch experts) on reports assessing Ukrainian law’s compliance with WTO agreements and proposals for harmonization with WTO standards.

・Represented one of Ukraine’s largest medicine wholesalers in AMCU proceedings concerning alleged competition-law violations in the national pharmaceuticals market.
・Represented Farmak in an AMCU unfair-competition case involving Sanofi Aventis Group (France) (discrediting an undertaking).
・Represented AE Nibulon Ltd in an AMCU matter concerning alleged abuse of dominance by state enterprise Delta-Locman (and related issues described in the profile).
・Advised General Motors Company and Adam Opel GmbH on AMCU filings relating to AMCU approval for Magna International Inc.
・Represented General Motors Company in obtaining AMCU approval for the acquisition of Delphi Corporation assets (transaction value exceeding USD 3.2 bn).

・Represented a major Ukrainian agricultural producer in ICC arbitration and VIAC arbitration proceedings.
・Represented a U.S. investor in a dispute with Ukraine before ICSID.
Public-Sector Projects
・Prepared tender documentation for a production sharing agreement relating to gas exploration and production in the Prykerchenska area of the Black Sea continental shelf.
・Represented a Ukrainian state-owned enterprise in connection with exporting 320 tanks to Pakistan (totaling USD 650 million).
